Personal safety packs must be worn by every child.  Every child, when must wear a fanny pack containing:

Loud emergency whistle
Light sticks or flashlight with spare batteries
Space blanket (about  the size of a cigarette pack), aside from offering some weather protection it is highly visible
Water, at least a four ounce bottle
Laminated instructions,  (for prereaders use pictures) [...]
